The Leader:
The leader will act as a mentor to all members and will be responsible for the continuity of the kinship and game play. She has the final word in any matters and carries a veto. The veto will be supported by the CoC, FAQ, and/or the values of the SHoA as indicated in the first post of the SHoA thread on the lotro forums. She retains the right to dissolve the kinship in the event of severe anarchy. The leader reserves the right to give or deny permission to remaining members to use the Kinship name, any charters, or ideas. If the leader resigns, she will have the right to stay as a member in game. She will work with the Elders in the forming of NAPs and Alliances.
The Heir:
The heir will take on the duties of the leader if the leader retires or leaves the game. He will act as the top advisor and confidant to the leader. In the absence of the leader, the heir will take temporary control of the kinship.
The Elders:
Elders will act as mentors to all members. If the leader and heir are both absent, they will take temporary leadership of the kinship. In the event of permanent absence of both the Leader and the Heir, the Elders will elect a new Leader and Heir. NAPs and Alliances will be the responsibility of the Elders and the Leader. They will vote on Alliances and NAPs, but will be the deciding vote on Alliances. They may be chosen as a liaison for NAPs and Alliances. Elders will carry veto power over member decisions if just cause is found in the CoC, FAQ, or the SHoA Values. They will act as the guardians of the Charter. The Elders are the core group in the kinship. They will help in inner-kinship disputes and will convene when the Leader seeks council. They will “protect” any member who is online when possible. We will attempt to have at least one Elder on at any given time. They will be available to assist members when possible. They will be expected to be active on the Forums and participate in discussions and polls. Notices of absence are helpful when an Elder knows they will be absent for a length of time. Times of absences without notice will be handled individually, but will not be held against them in the case of an accident, sudden illness, or other event out of their control.
The Members:
Members will form a government group and appoint a leader if for some reason the Leader, Heir, and Elders leave permanently. They will act as mentors to new members and will vote on candidates for membership. They will also vote on NAPs and are eligible to become a liaison for a NAP treaty. The membership will vote on everyday issues that allow time for member voting. Members may nominate Elders, and will elect nominated members into the position of Elder. Most of the decision making for the kinship’s daily activities will be done by membership in the form of polls, feedback, and other methods. If time allows, there will usually be a thread in the member area specifically for feedback on various issues. The members are responsible, with the Elders, to support the values of the Kinship. Members will be kept up to date on any new ideas and will be given the opportunity to give feedback in various discussions. The members will be the forefront of the Safe Havens. How much individuals affect this kinship will depend mostly on how active the member is and how often they post in discussions and polls. We support casual posters, but if they may miss opportunities to vote because they were not present for the poll. Members will be expected to play the game once a month. If there is notice, we will hold the membership open for longer absences. In the case of an accident, sudden occurrence, etc, we will restore membership to an absent player.
NAPS:
NAPs can be brought to the attention of the Elders by any member that has been informed of another kinship’s intention to form such a relationship. This member may become the liaison between the other kinship and the Elders, unless they would like an Elder to take that role, or an Elder’s expertise compliments the interested Kinship. Whoever is the liaison will be responsible for any details pertaining to the NAP until the treaty is complete and all members agree.
Members will then vote on the agreed-upon NAP. The time allowed to vote will depend on the urgency of the agreement. Once a decision has been made by the membership, the leader or the liaison will inform the other kinship of the status of the treaty. In the event that a decision must be made in 24 hours, the Elders or the Leader will make the decision with the council of the liaison. If there is reasonable cause, supported by the CoC, FAQ, or the SHoA values, the Elders or Leader can veto a member vote pertaining to a NAP agreement.
Alliances:
We will only form alliances with other neutral kinships. This may change when the game is released. If a member is approached by a kinship about their interest in an alliance, they are welcome to inform the Elders. At that point, if the kinship already has a NAP agreement with the SHoA for a reasonable amount of time, an Elder will be appointed as the liaison for this agreement. This liaison will be responsible for developing the treaty and will continue to work with the Elders and the other kinship until the Alliance has been completed. Once a draft is complete, the Elders will vote. Once a decision has been made by the Elders, the leader or the liaison will inform the other kinship of the status of the treaty.
If the Elders are not able to meet and a decision must be made quickly, the Leader will make a decision. After the Elders agree on an Agreement, the Leader will reserve the right to veto their decision when there is reasonable cause.
Voting Summary:
Candidates will be elected in to membership by the members.
Elders will be nominated and elected by members.
The Leader will consult with the Elders when a member requests a Master Role.
NAP inquiries will be brought to the attention of the kinship by any member. That member may then act as the liaison, unless an Elder is appointed. The members will then vote on the final agreement.
Alliance inquiries will be brought to the attention of the kinship by any member. The liaison must be an elder, and the Elders will vote on the final agreement.
Elders may veto membership votes, and the Leader may veto Elder votes. Vetoes will be supported by the FAQ, the CoC, or the SHoA values.
